The game already has punitive systems in place for AFK:ing in duties: A system that automatically kicks you out of the the instance after a while. Players have the ability to vote kick. Honestly, everyone needs to go AFK every now and then; if it takes too long the game will handle it or you can initiate a vote-kick.
